Town of LeRay Comprehensive Plan

The Town of LeRay and the town’s Comprehensive Plan Committee (CPC) welcome you to the Town of LeRay Comprehensive Plan webpage! This page will be continually updated throughout the course of this project to provide important information such as the dates of public meetings, work products and project updates.

Background

Town Survey

In May of 2007, 1,407 surveys were mailed to single-family and two-family residences in the Town of LeRay and the Villages of Evans Mills and Black River, to solicit opinion on a variety of town issues in anticipation of embarking on a comprehensive planning process. By July of 2007, approximately 515 surveys were returned for a response rate of 37%. The results of the survey are an important first step in identifying what issues are most important to the residents of LeRay. Because the Comprehensive Plan is a community document, public input is a critical element of the planning process. To this end, building on the survey, a series of public workshops and focus group meetings will be conducted to continue the community dialog and receive further input. We look forward to hearing from you!

What is a Comprehensive Plan?

A Comprehensive Plan is, first and foremost, a "visioning document," the main purpose of which is to identify issues and opportunities facing the town and to develop community consensus on how best to respond to such issues. This vision can consist of both an overall vision for the town as well a more refined and detailed vision that responds to areas or issues within the town that are of particular concern to residents and stakeholders. Questions that the Comprehensive Plan can address include:

  • How should the town look and feel in the future?

  • What are the town’s best attributes and how should they be protected and capitalized upon?

  • What are the greatest challenges facing the town, and how should they be addressed?

Ultimately, the Comprehensive Plan is a document that will help the town to meet change proactively.
