Public Workshop #1: Establishing a Vision
The first public workshop, hosted by the Town of LeRay Comprehensive Plan Committee, occurred on November 27, 2007 at the Evans Mills Fire Station. The workshop provided an opportunity to gauge the public’s feelings toward the existing situation in the Town of LeRay and to gain an understanding of the future direction that the town’s residents would prefer the town move toward.
Approximately 30 members of the public from throughout the Town of LeRay, including the villages of Evans Mills and Black River, as well as Fort Drum participated, bringing to the table a range of viewpoints, experiences and interests. A series of interactive exercises and opportunities for discussion and sharing – both in large- and small-group formats – made for a lively and enjoyable evening where all ideas were welcomed and appreciated.
Specifically, components of the workshop included:
- 1. Project Purpose and Inventory and Analysis of Study Area
- A short presentation by Behan Planning explained the purpose and nature of the Town of LeRay comprehensive plan and described the inventory of resources and public facilities that currently exist within the Town.

- 2. Interactive Group Discussion to Identify Preliminary Opportunities and Issues Within the Town
- Workshop participants took part in a free-flowing group discussion to identify preliminary opportunities and issues that exist in the Town of LeRay. Residents then identified specific opportunities and issues that needed to be further addressed via the use of dots handed out to participants as they entered. The residents later placed the dots on sheets relating to the issues that they felt strongly about.

- 3. Focus Area Breakout Groups
- Based on the input and ideas generated in the initial group discussion, focus areas for further discussion were identified (Commercial Corridors/Transportation Infrastructure, Open Space/Agriculture, and Recreation/Natural Resources) Workshop participants divided into smaller discussion groups based on the focus areas and then reconvened to share their ideas with the entire group.
