Mike Welti is a certified community planner who has over twelve years of professional experience in both the public and private sectors with expertise in comprehensive and master planning, integrated land use and transportation planning, zoning and subdivision regulations, design guidelines, and SEQR compliance. His areas of specialization include: public participation strategies and meeting facilitation, agricultural preservation and open space conservation, growth management, urban design, transportation planning, recreation and trail planning, and grantsmanship. Mr. Welti has lead dynamic and successful planning projects for communities and public agencies throughout New York State.

Michael Allen began his independent planning consulting practice in 2002 with the formation of Bailliere Consulting where he was Principal until joining Behan Planning Associates. His experience includes land use planning SEQR and GEIS reviews, developing zoning codes, build out analysis and design standards. As an architect, Mr. Allen has worked for noted international firms including Skidmore Owings Merrill, P.C. in London; Einhorn Yaffee Prescott, A/E, P.C. in Albany, N.Y.; as well as preservation architects Badger & Associates in Manchester, VT. Before moving to New York State, Mr. Allen served on the Planning Commission for the Town of Dorset, VT, and has a strong personal interest in community revitalization and land use planning projects.

Lawrence Bice, Associate Community Planner - lbice@behanplanning.com

Lawrence Bice's professional experiences have taken him to a diverse array of client communities throughout New York State. Before joining Behan Planning Associates, Mr. Bice, a native of Western New York and the Finger Lakes, practiced planning in the New York City metropolitan area. His experience includes drafting and reviewing environmental impact statements; site plan review; and conducting zoning studies and drafting the zoning legislation to implement them. He has served as a principal planner for a number of communities in New York, including the Villages of Buchanan and Fishkill and the Town of Wappinger.

Chris Whittaker's professional experiences have taken him to a diverse array of client communities throughout New York and Florida. Before joining Behan Planning Associates, Chris, a native of Central New York and the Finger Lakes, practiced planning in Florida's Big Bend Region. His experience includes transportation planning, including assisting in planning for multi-modal transportation systems, concurrency and infrastructure planning, small and large scale site plan review, and the writing and implementation of applicable zoning codes. He has served as the Transportation Planner for Leon County, Florida, and has served on the Technical Advisory Committee for the Capital Region Transportation Planning Agency.

Rick Lederer-Barnes, GIS Specialist / Environmental Scientist - rlederer@behanplanning.com

Rick Lederer-Barnes has a background in geological sciences and environmental consulting. He maintains and manages all Geographic Information Systems (GIS) mapping and analysis products within the firm, as well as providing photography and photo simulation services. He also provides professional planning services in the areas of geological and environmental review, brownfield assessment, economic development, and community visioning, and assists with development and marketing.

Jennifer Fredenburg provides professional service in the areas of landscape architecture, greenway and open space planning, urban design, community and master planning, and site design. Her background is in Geographic Information Systems (GIS), including technical support of planning and engineering projects, programming, needs assessments, inventories, and analysis.
